Human Resources Administrator

About the HR Administrator:  As a member of the IES Human Resources Team, the HR Administrator will provide support and assistance with the day-to-day operations of the HR Team.  The HR Administrator assists in the benefits administration of the employee health and welfare plans companywide. This position is responsible for monitoring multiple external platforms to track and report workforce analytics for daily administration of ACA compliant benefit plans.

We are seeking an individual with a strong attention to detail and excellent time management skills. The incumbent must be exceedingly well organized, flexible and enjoy the challenges of wearing different hats. The HR Administrator will work in multiple systems and must be able to prioritize projects and tasks.   This position will have daily involvement in benefits administration, compliance, employee interaction and strategic thinking.

In this role you will:

  • Responsible for the administration of the organization’s health and welfare plans for both internal and contingent workforce in compliance with all federal and state regulations.
  • Maintains compliance with ACA making timely offers of coverage. Identifies trends and benefits eligibility including newly eligible employees.
  • Audits and prepares reports for the review of workforce analytics platform for annual 1095-C distribution.
  • Monitors daily activity in benefits administration system and workforce analytics system to import data. Identifies trends and benefits eligibility determinations and potential data errors.
  • Partners with multiple internal and external partners assisting with day-to-day administration of ACA compliant benefit programs.
  • Generates reports through IES technology to ensure compliance with Affordable Care Act and IRS reporting.
  • Collaborates with technical staff to ensure accuracy of data, testing, and analysis.
  • Manages the benefits system for special enrollments, pending enrollments and/or National Support Notice enrollment.
  • Monitors and audits enrollments processed through the carrier portals.
  • Responsible for the assignment of deductions and client billing in the payroll system.
  • Performs weekly and monthly reconciliation of benefits and approves invoices for payment.
  • Approves health insurance invoices for payment.
  • Prepares COBRA correspondence and tracks COBRA payments.
  • Coordinates the annual open enrollment period for health plans. Communicates with clients to report any plan design or premium changes to allow for new client contribution strategy. Arranges for distribution of materials from carriers, assists with, communicating changes to employees. Processes changes within deadlines.
  • Assists in the annual renewal process of health and welfare benefits serving as a liaison between IES and benefits administration platform.
  • Advises and counsels employees on benefits programs and self-service enrollment tools and acts as an advocate with vendors.
  • Coordinates client communication and responds to client inquiries on benefits. Participates in client discovery calls as necessary.
  • Prepares and distributes global employee communication.
  • Supports Operations Team with research and analysis of compliance issues for employee-client relations.
  • Updates internal knowledge base for timely access to legislative information for staff.
  • Manages HR Audit and partners with the Operations Team to ensure compliance.
  • Coordinates employee’s requests for verification of employment either internally or through our outsourced partner.
  • Serves as a cultural champion and supports the mission, vision and core values of the organization.
  • Provides administrative support for the Human Resources Team.
  • Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.


Minimum Qualifications:

  • Requires a Bachelor’s degree and/or AA Degree in Business, Human Resources and/or equivalent relevant experience.
  • Human Resources Certificate preferred.
  • General knowledge of employment laws and practices.
  • Previous benefits experience preferred.
  • Experience in the administration of various Human Resources programs.
  • Good computer skills in a Microsoft Windows environment. Must include Excel and demonstrated skills in database management and record keeping.
  • Effective oral and written communication.
  • Evidence of the practice of a high level of confidentiality.
  • Able to exercise effective judgment, sensitivity, creativity to changing needs and situations.
