HR Representative/Risk Manager

This is an internal staff position working in our corporate San Diego office located off the I-15 and Aero Dr. 

The HR Representative/Risk Manager has the primary responsibility of limiting and reducing the exposure of financial, insurance and legal risk to IES by maintaining and implementing IES policies and procedures related to workplace safety and state/federal compliance requirements. This position works closely with Corporate Counsel and is the main contact for administration of claims for workers compensation and general business insurances.

In this role you will:

  • Manages all workers compensation claims by communicating with the injured employee, client safety contact and Gallagher Basset.  Enters claims into RisxFacs. Updates management on claims status monthly. Maintains all workers compensation files and reports concerns and trends as they surface.
  • Works closely with the sales and service team to identify appropriate workers compensation codes and pricing for clients and prospects.  Trains new staff members about the TSIL program and the information needed to identify workers compensation codes.  Partners with the sales team to identify alternative insurance products or to get TSIL code approval for gray/U codes for industries and positions IES would like to service. Communicates with broker and carriers as needed to get quotes and to get U codes approved as business necessitates.
  • Communicates with clients and recruiters to perform safety evaluation on an annual basis.  Visits local clients for walk through.
  • Keeps informed on OSHA and Cal-OSHA requirements.  Maintains OSHA Log.  Meets with OSHA/CAL-OSHA inspectors as needed for assessments.  Works with corporate counsel and HR to update safety policy/training as needed to meet new guidelines. Trains IES Staff on IES safety policy and programs.
  • Meets with Zurich annually for internal Workers Compensation Audit.
  • Prepares information for annual TSIL audit and provides to the finance department.
  • Works directly with monopolistic states.  Maintains monopolistic procedures up to date.
  • Communicates to new employees’ weekly regarding IES safety information and provides DWC pamphlet to CA employees as required by the State.  Surveys new hires regarding safety training received at client site.
  • Maintains records for USL&H covered assignments.  Maintains records for DBA covered assignments.  Maintains records for International Travel Insurance covered assignments. Provides reporting to finance and to broker as needed.
  • Processes certificates of insurance for workers compensation and GL policy for all new clients or as requested by other parties.  Requests waivers of subrogation and Additional Insured status as needed and as meets IES standards and policies.
  • Responds to unemployment claims through the Equifax system.  Contacts clients as needed to determine reason for termination. Attends hearings as needed.  Prepares and uploads to Equifax weekly reports.
  • Prepares and distributes a monthly risk management monthly report.
  • Reviews criminal history, driving records and positive drug screens to determine if candidate is hirable. Contacts candidates to perform an individualized assessment.  Communicates with sales/service team and/or the client to make hiring decision.  Maintains criminal history log.  Determines local, state and federal notice requirements related to pre-adverse and adverse actions.
  • Researches and updates local, state and federal compliance requirements including minimum wage and employee notices.  Updates on our portal as needed.  Updates policies and procedures as needed.  Consults with Corporate Counsel as needed.  Communicates updates to HR and to staff as needed.
  • Conducts monthly and quarterly internal compliance audits.  Reports findings to HR and leadership.  Identifies corrective measures.  Provides assistance and training to departments to improve results.
  • Performs specialized and administrative duties for human resources team. Responsible for providing support on the HR Team to partner with IES Sales and Service Teams to align with IES’ initiatives and goals.

 Preferred Qualifications:

  • Principles of Occupational Safety and Health (POSH) Certification, or equivalent.
  • Workers Compensation Claims Administration
  • Basic understanding of business insurance policies and terminology.
  • 5+ years human resource experience preferably in a staffing company.
  • Proficient in Microsoft Office products.
