Contingent Workforce Program Specialist

Contingent Workforce Program Specialist 

The Contingent Workforce Program Specialist manages the Independent Contractors (IC) program which includes administering and managing the IC lifecycle from onboarding to offboarding and accurate payment processing as well as compliance and client management. The position will also assist with the team with W2 onboarding.

The position supports the company’s core values with superior service, clear communication and employee/client relations. The Contingent Workforce Program Specialist will triage complex inquiries from ICs and clients serving as a main point of contact.

The incumbent will assess and anticipate department and corporate strategy. This professional must be service oriented and a business attentive individual who is collaborative in their approach to make recommendations for efficiencies and solutions.

Essential Job Functions

  • Executes the onboarding and off boarding process for ICs, W2s and clients.
  • Manages the vetting process with the IC and client to ensure proper classification.
  • Communicates with client regarding individuals that do not meet IC classification and offers solutions including onboarding the individual as a W2 employee.
  • Coordinates the client-specific paperwork, including any insurance and SOW, directly with the ICs and manages expiring documents. Coordinates client-specific paperwork and hiring criteria for W2 onboarding.
  • Manages project extensions and communicates with all stakeholders.
  • Maintains and manages all documentation and monitors invoice payments to SOW spend.
  • Annually, or as identified per IES policy, re-vets IC to ensure they still are properly classified.
  • Creates billing files to include client specific documentation.
  • Conducts audits for internal and client required compliance.
  • Serves as technical expert for troubleshooting issues within IC and client systems.
  • Supports HR Service Team with onboarding any W2 employees.
  • Works closely with payroll staff to ensure accurate and timely pay procedures.
  • Keeps abreast of changes to state and federal standards for IC status and applies any changes to guidance to active ICs.
  • Educates clients on worker classification, independent contractors and risk management. Collaborates with team and shares critical information with stakeholders. Maintains open communication to consider the team needs and coverage requirements.
  • Displays strong aptitude for multi-tasking priorities and remaining flexible.
  • Identifies areas of improvement for best customer service performance and makes recommendation in workflows and efficiencies.
  • Facilitates client meetings and prepares reporting as needed.
  • Applies overall corporate knowledge to drive daily decision making and prioritization.
  • Performs other job-related duties and responsibilities as may be assigned from time to time.
  • Assists on department projects or product rollouts as necessary.

Preferred Qualifications

  • Bachelor’s degree or equivalent combination of education and experience.
  • Certification Preferred – Certified Staffing Professional, SHRM-CP, PHR
  • 1+ years’ experience in contingent workforce with IC experience a plus.
  • Thorough understanding of risk mitigation and indemnification and insurance requirements.
  • Proven success working in a fast-paced environment.
  • Proficient in Microsoft Office products.
